    1.2 Access a Wage Attachment Account

    1.2.1 Business Owners or Employees

    If you currently have a My Tax Account Logon ID that is associated to the business, you can add access to the Wage Attachment Account for that business. After logging in, select Add Access to an Account from the My Tax Account homepage and choose Wage Attachment Payments.

    You will be required to enter the following information:

    • Name and Social Security Number for any employee with an active Department of Revenue (DOR) wage attachment.
    • OR

    • The Letter Identification Number (LXXXXXXXXXX) listed on a new Wage Attachment Order.

    1.2.2 Third Party Preparers

    As a third party preparer, you can access a Wage Attachment account and remit Wage Attachment payments. Select Add Third Party Account Access from your My Tax Account homepage and choose Wage Attachment Authorization.

    You will be required to enter the following information:

    Employer Information:

    • Select an ID Type (FEIN, SSN, WTN) and enter ID number.
    • Business Name

    Wage Attachment Information:

    • Name and Social Security Number for any employee with an active DOR wage attachment.

    OR

    • The Letter Identification Number (LXXXXXXXXXX) listed on a new Wage Attachment Order.

    Third Party Information:

    • Verify the Name, Email Address and Phone Number that is listed for the Logon ID.

    If the client is registered on My Tax Account, your access request will be emailed to the account owner to approve.

    If the client is not registered on My Tax Account, the Wage Attachment Account will be immediately available under the Third Party Accounts tab on the top of your homepage.

    Note: If your client does not have access to the Internet or My Tax Account, you must have Form A-777a or substitute form signed by the account owner. Keep a copy for your records. This form provides approval to file returns and access tax account information through My Tax Account. Do not send Form A-777a to the DOR.

    1.3 Using the Wage Attachment Account

    The Wage Attachment account allows you to update employee status, make payments, view pending requests, and view wage attachments notices sent by the department.

  2. Submit Wage Attachment Payments

    2.1 Make a Wage Attachment Payment

    • Log in to My Tax Account, select the ID number for the Wage Attachment account from the homepage. Note, the Wage Attachment account balance will always be zero.
    • On the left panel of the Account Summary page, select Wage Attachment Payments.
    • Enter the payment source information or select a previously saved payment source.
    • The following information is displayed for each employee with a current wage attachment:
      • Employee Names and Social Security Numbers (last four digits) of all employees with an active or recently satisfied wage attachment order.
      • Current Balance, the remaining amount due to the DOR under the wage attachment order.
      • Withholding Request, the amount that should be withheld from the individual's gross wages. This is displayed as either a percentage of the employee's gross pay per period or a monthly dollar amount.
      • Issue Date of the wage attachment order.
      • Release Date, the date that the employer is no longer obligated to withhold for this wage attachment.

    Note: If the DOR releases a wage attachment, a letter will be sent to you. Additional amounts due may result in another wage attachment being issued. If you notify the DOR that the employee is no longer working, a release letter will not be sent.

    • For each employee, enter the Amount Withheld from the employee's gross wages for this payment.
      • If an employee had no wages for the reporting period, enter 0.
      • If an employee had wages, but you did not receive the wage order in time to respond to the withholding request, enter 0.
      • If an employee is no longer employed by you, enter 0. Also, submit an employee status update.
      • If the amount withheld is greater than the current balance, you may return the excess amount to the employee or enter the entire amount withheld and the department will issue a refund.
      • If the current balance is zero, a Wage Attachment Release letter either has been sent or will be sent soon. You are no longer obligated to withhold for this employee.
    • Verify the total payment, which will automatically calculate and be listed towards the top of the screen as, Total from Employee Detail.
    • Enter the Payment Effective Date. Payments dates can be entered up to 30 days in the future.
    • On the left panel, select Submit and Agree. Print the confirmation page.

    2.2 Save and Finish Later (Stored Requests)

    • While completing a payment request, you can use Save and Finish Later.
    • Select View Request to access the stored request.
    • Click on the request and select Update to continue entering the information.

    2.3 Payment Frequency

    Wage attachment payments must be submitted by the end of the following month. Example: If you withheld wages during the month of July, submit those wages to the department by the end of August.

    Note: You may submit wage attachment payments each pay period.

    2.4 View Payment Requests

    All payment requests in My Tax Account can be viewed in View Requests from the Wage Attachment account summary page.

    There will be three tabs located at the top of the screen.

    • Pending Requests will display all of the pending requests.
    • Recent Requests will display all activity for the last 60 days.
    • Search Requests allows you to search requests by date.

    2.5 Payment Errors

    2.5.1 Pending Requests

    Pending requests are pulled for processing and sent to the department each business day at 4:00 PM CST. All requests that are in a pending status can be withdrawn on My Tax Account.

    To withdraw a request:

    • Click on View Requests on the left panel to display a list of pending requests.
    • Select the specific pending payment request you would like to withdraw.
    • Click Withdraw and Confirm. The status will be updated to Withdrawn.

    Note: If you entered a future payment date, you will have until 4:00 PM CST the day before the effective date to withdraw the scheduled payment.

    2.5.2 Processed Requests

    If it is after 4:00 PM CST and your payment has been submitted to the department, you must contact your financial institution and request that the payment be returned using the specific reversal code 31.

  3. Update Employment Status

    3.1 Available Status Options

    The following employee status options are available:

    • Active – Employee is in an active pay status and receiving payments.
    • No Longer Working – Employee has terminated employment and has received all compensation due him/her.
    • Temporary Leave – Employee is currently not receiving compensation due to a leave of absence, medical leave, or temporary layoff. Selecting this status requires that a Work Return Date be entered.
      • Work Return Date – Current expected return date from temporary leave. If the current displayed date is to be extended, you will need to first activate the employee.

    3.2 Update Employee Status

    To update the status of an employee:

    • Select the Wage Attachment Account ID number from the My Tax Account homepage.
    • Select Update Employee Status on the left panel. All employees with an active wage attachment order will be displayed.
    • For the specific employee, click the current check mark to remove it and click the correct checkbox for the correct status.
      • If you select Temporary Leave, you will have to enter the Work Return Date.
    • If the information is complete, click Submit. Print confirmation page.

    OR

    • Notify the Department of Revenue at DORCentralCertifications@revenue.wi.gov of the employee's updated employment status.
    • Include the employee's name, Notice of Wage Attachment Letter ID number (LXXXXXXXXXX), and the last four digits of the employee's social security number for identification purposes.

    3.3 Seasonal Employees

    • If you have a seasonal employee that is no longer working, update the employee status as No Longer Working. The DOR will release the wage attachment order.
    • If you have a seasonal employee that returns to work, contact the DOR and a new order will be issued.

    3.4 Reactivate an Employee

    • If you reported an employee's status as No Longer Working, contact a Central Certification Specialist at DORCentralCertifications@revenue.wi.gov or (608) 264-9956 to issue a new withholding order.
    • If you reported an employee's status as Temporary Leave, select Update Employee Status and change the Employee Status to Active and Submit.

  4. Troubleshooting Wage Attachments

    4.1 Employee Status Errors

    4.1.1 Employee Not Listed?

    If the employee is not listed, the DOR does not have an active wage attachment for that individual. If you believe that this information is incorrect and need to update the employee's status, contact a Central Certification Specialist at DORCentralCertifications@revenue.wi.gov or (608) 264-9956.

    4.1.2 Employee Listed with No Wage Attachment Order?

    If you have not received a wage order for an employee that is listed, email DORCentralCertifications@revenue.wi.gov with the employee's name, the last four digits of the employee's social security number for identification purposes, and your fax number or mailing address.

    We will research and provide you with a copy of the original wage attachment order.

    4.1.3 Employee Listed with a Different Status?

    An individual employee may have a wage attachment order with more than one employer.

    • If on leave from another employer, the employee status will indicate Temporary Leave. This is an indicator to the department that payments may be less than expected. It does not release you from your withholding order. If the employee is working and receiving wages, continue to withhold wages according to your wage order.

    If an employee has a status listed that you believe is incorrect, update the employee's status or contact a Central Certification Specialist at DORCentralCertifications@revenue.wi.gov or (608) 264-9956.

    4.2 Release Date Issues

    Use the current date to update the employee's status and release the wage attachment order.

    • If an employee has left your employment on a different date, by entering today's date, you are indicating to release the wage order effective today. Once released, the department will no longer expect wage attachment payments.
    • If an employee's status is entered as Temporary Leave, there will be no release date. You only enter a Work Return Date, the date that the employee is expected to return to work.
