The Research and Policy Division (R&P) provides detailed analyses of fiscal and economic policies to the Secretary of Revenue, the Executive Office and other state officials. The division assesses the impact of current and proposed tax laws, prepares official general fund tax revenue estimates used to develop the executive budget, issues quarterly forecasts of the state's economy and develops various statistical reports.

Income Tax Policy and Economic Team
Conducts research on and analyzes individual income, corporate franchise/income, estate taxes, and earned income tax credits.
Prepares estimates of state general purpose tax revenues and forecasts of the Wisconsin economy, published quarterly in the Wisconsin Economic Outlook.

Sales and Property Tax Policy Team
Conducts research on and analyzes sales/use, property, excise and utility taxes, homestead, farmland tax credits, and other property tax relief programs.
Analyzes fiscal issues affecting school districts, municipalities and counties, including local financial assistance programs.
